The Burbank Police Foundation is a community-based organization that cultivates a solid partnership between the Burbank Police Department and the residents, businesses, and institutions it serves, in order to enrich the community of Burbank, and to enhance police services.
The composition of the Board of Directors of the BPF consists of active members of the Burbank Police Department appointed by the Chief of Police and the Burbank Police Officers' Association along with members of Burbank's residential and business communities.

MATTHEW PAVELKA SCHOLARSHIP AWARDS PROGRAM - 2019
Prior to the Burbank City Council Meeting on April 30, 2019, six local high school seniors were each awarded with a $1,500 scholarship in memory of fallen Burbank Police Officer Matthew Pavelka. The students will receive the scholarships upon completing a fall semester at a public or private recognized junior college, accredited college or university, that offers academic, or vocational courses leading to a secondary degree.
The Matthew Pavelka Scholarship Awards Program was established in honor of Burbank Police Officer Matthew Pavelka, who was killed in the line of duty on November 15, 2003. Scholarships are awarded to high-school seniors who have demonstrated outstanding effort in pursuit of an educational or vocational goal. The purpose is to motivate students to dedicate themselves more thoroughly and responsibly to their education and training, to encourage them to strive for excellence and distinction in whatever field they choose.
The Burbank Police Foundation contributes to, and partners with, numerous charities, community groups and organizations.
